<P>PROBLEM TO BE SOLVED: To enable information collection related to a disaster using a mobile phone accustomed to ordinary use even in the event of a large-scale disaster. <P>SOLUTION: A communication system 1 is installed at a non-communicable area in which a mobile phone 5 cannot communicate through a base station. The communication system 1 includes: a compact base station 2 for outputting a radio wave of a frequency band identical to the base station and connected to the mobile phone 5 within the range which an output radio wave reaches through a radio channel; and a satellite communication terminal 3 connected to the compact base station 2 by a LAN 6 and also connected to an information provision server 4 installed outside the non-communicable area through a satellite channel.
