<P>PROBLEM TO BE SOLVED: To provide a communication system capable of supplying sufficient bands at low cost. <P>SOLUTION: In the communication system, two multichannel control devices are oppositely disposed. The two multichannel control devices are connected by a plurality of best-effort channels and one backup band-guarantee channel. The best-effort channels do not provide band guarantee, but among the plurality of best-effort channels, some of them are in good channel conditions. Therefore, by selecting a plurality of best-effort channels having good channel conditions so as to use them for data communication, band guarantee is intended to achieve even by the use of best-effort channels.
