<P>PROBLEM TO BE SOLVED: To provide a charging device which is capable of reducing adhesion of magnetic particles 135 to a photosensitive drum 1 at longitudinal end portions of charging sleeves 131, 132, and to provide an image forming apparatus. <P>SOLUTION: A charging device charges a photosensitive drum 1 by contacting magnetic particles 135 to the photosensitive drum 1, and comprises: charging sleeves 131, 132 for carrying the magnetic particles; and insulation portions 131a, 132a for electrically insulating the magnetic particles, at longitudinal end portions of the charging sleeve 131. The charging device comprises an electro-conductive member 157 disposed for contacting the magnetic particles 135 carried on the insulation portions 131a, 132a. Voltage whose absolute value is lower than the absolute value of voltage applied to the charging sleeves 131, 132 is applied to the electro-conductive member 157.
