The device has a measuring sensor comprising a circulating, closed essentially tubular silo frame resting on a base at a floor side, where the base rotates partially along circumference and transfers load to a partially rotating base ring (3). A circulating ring channel (12) e.g. closed hollow channel, is arranged in the area of load transfer between the silo frame and the base ring. A fiber-optic measuring element (13) extends over the circumference. The measuring element determines deformation of the ring channel, and converts the deformation into an electrical signal. The ring channel is designed as a closed or half open profile channel or one side open recess.
