PURPOSE: A heater for heating an oil tank of a ship and a heating device using the same are provided to facilitate the installation of the heater inside the oil tank through a manhole of the oil tank. CONSTITUTION: A heating device for heating an oil tank of a ship comprises a heater(120), a flange(130), a power supply part(150), and a controller(170). Multiple heating elements are laminated to form the heater. The one side of the flange is coupled to both ends of an opened part of each heating element. One end of the power supply part is coupled to the other side of the flange to supply electricity to each heating element. The controller is arranged in the other end of the power supply part.
