The invention provides electronic checks with improved usability. When an issuance request is received, a check issuing means (11b) issues an electronic checkbook with appropriate authentication data and check payment ceiling. When a cashing request is received, a cashing means (10a) withdraws a specified amount of money from the customer's bank account (11a) and deposits it to the seller's bank account (12a). An electronic check data storage means (21) maintains a plurality of electronic checks issued from a financial data management system (10). A total amount management means (22) tracks the total amount of check payments that have been made so far. When a drawing command is given, a drawing permission determines whether to grant permission to draw an electronic check, considering the check payment ceiling.
