PURPOSE: A substrate for extracting light, and a semiconductor light emitting device are provided to reduce the reflection ratio of light generated from an active layer to a semiconductor layer, and to prevent light loss due to the light absorption of the semiconductor layer. CONSTITUTION: A first semiconductor layer(120), an active layer(130), and a second semiconductor layer(140) are successively formed on a transparent substrate(110). A first electrode(150) is formed on the first semiconductor layer. A second electrode(160) is formed on the second semiconductor layer. A light extraction substrate(200) is arranged on the lower side of the transparent substrate. The refractive index of the light extraction substrate is greater than the refractive index of the transparent substrate.
