A service quality management apparatus of a service flow and a method thereof in a wireless telecommunications system for reducing a whole transmission delay for a QOS call process and increasing the processing capacity are provided to perform a CAC(Connection Admission Control) according to a QoS(Quality of Service) policy when performing QCS(Quick Connection Setup), HHO(Hard handover) and FBSS(Fast Base Station Switching). When entering initial network, a terminal performs an authentication process with a base station(201). An AAA server transmits QoS policy information about the terminal to ASN(203). The base station stores QoS policy information from the AAA server(205). A QoS service flow is produced by interworking with ASN(Access Service Network) and CSN(Core Service Network). Traffic communications is performed through the QoS service flow(207). The terminal inspects whether an idle timer is expired(209). |
