PURPOSE: A carbon-reinforced binder composition is provided to mix carbon fiber and organic liquid binder into a binder composition, thereby obtaining impact resistance, salt resistance, acid resistance, and water resistance. CONSTITUTION: A manufacturing method of a carbon-reinforced binder composition comprises a step of mixing 100.0 parts by weight of a binder composition, 0.01-5.0 parts by weight of carbon fiber and 1.0-30.0 parts by weight of organic liquid binder of acryl, SBR(Styrene Butadiene Rubber), or EVA(Ethylene Vinyl Acetate). The carbon fiber uses PAN(polyacrylonitrile) or pitch-based and is formed to a fiber shape with a length of 3-12 mm and a diameter of 5-10 mm. The mixing ratio of the liquid binder is based on 45-55 parts by weight. A composite binder composition comprises 20-80 parts by weight of an inorganic binder, 1-10 parts by weight of silica fume, 10-50 parts by weight of slag, and 5-30 parts by weight of fly ash based on 100.0 parts by weight of a powder binder composition.
