PURPOSE: A transdermal formulation containing fentanyl is provided to continuously and constantly release drugs without a skin penetration promoting agent. CONSTITUTION: A transdermal formulation without a skin penetration promoting agent contains: a support; a drug layer containing fentanyl, a polymer adhesive, and a crosslinking agent; and a release film. The thickness of the drug layer is 20-40 um. The polymer adhesive is an acrylic rubber hybrid. The support includes polyester, polyurethane, polyethylene, polypropylene, polyolefin, polyethylene terephthalate, and aluminum-treated polyester.
