<P>PROBLEM TO BE SOLVED: To solve the problem that a person near a lighting area may feel uncomfortable when a blink of lighting of the lighting area is frequently repeated, on the contrary, a power saving effect is hard to be obtained when the blink of the lighting of the lighting area is not performed very much in a lighting control system for controlling the lighting of the lighting area, and consequently, the lighting control system for reducing the lighting in timing that balance between blink frequency of the lighting area and the power saving effect is considered to some extent when the person is no longer detected in the lighting area is desired. <P>SOLUTION: When a state that a person is not detected in a lighting area changes to a state that the person is detected, this lighting control system turns on a light at a point of time when that change occurs.
