<P>PROBLEM TO BE SOLVED: To provide a file management system, a file management method and a file management program which perform management of a data storage area and realize convenience improvement in file use and cost reduction for file storage, without making a user conscious of a movement policy of the data storage area. <P>SOLUTION: A control part 21 of a management server 20 calculates an evaluation value using a file attribute and a use history of a file on the basis of an archive policy of a group to which the file belongs. An archive target is specified using the evaluation value, and archive processing is executed. The control part 21 calculates an evaluation value using a file attribute and a use history of a file on the basis of a reference support policy of a group to which the file belongs. When a restoration target is determined using the evaluation value, files which belong to the same group are specified and restoration processing is executed.
