<P>PROBLEM TO BE SOLVED: To deliver an emergency broadcast with simple constitution in a plurality of service areas. <P>SOLUTION: Transmission stations 2, 4, 6, and 8 transmit digital television signals to service areas 2a, 4a, 6a, and 8a corresponding to the transmission stations. The service areas 2a, 4a, 6a, and 8a overlap with one another.
