<P>PROBLEM TO BE SOLVED: To effectively suppress generation of abnormal sound and blast in controlling active noise. <P>SOLUTION: A reference signal generation part 130 generates reference signals r0, r1 by correcting phases of standard signals x0, x1 based on a modeled transmission function from the output of an adaptive notch filter part 140 to error signal input thereof. The adaptive notch filter part 140 generates a control sound signal y based on the reference signals, the standard signals, and an error signal e transmitted from a sound collection part 160. A determining signal generation part 170 generates determining signals CV, SV reflecting a phase difference between a phase characteristic of the transmission function from the output of the adaptive notch filter 140 to the error signal input and a phase characteristic of the modeled transmission characteristic based on the error signal e, the reference signals r0, r1 and the transmission function of the adaptive notch filter part 140.
