<P>PROBLEM TO BE SOLVED: To provide an apparatus for controlling a variable valve device capable of determining an operating condition of the variable valve device accurately. <P>SOLUTION: The variable valve device 20 include a phase locking mechanism 40 that locks the valve timing to an intermediate angle phase. An electronic control unit 91 sets a value obtained by measuring a phase fluctuation range when the operating condition of the phase locking mechanism 40 is determined to be in a phase locking state as a locking determination value.
