<P>PROBLEM TO BE SOLVED: To provide an LED light emitting device which has excellent heat radiation performance. <P>SOLUTION: An LED light emitting device includes: a substrate 2 having a recessed part which opens at an upper end surface; an LED element 3 attached to an area in the recessed part of the substrate 2; a sealing member 4 which seals the LED element 3 and is made of a translucent material; and a wavelength conversion member 6 provided above the sealing member 4 and containing a phosphor 61.
