<P>PROBLEM TO BE SOLVED: To provide a power management system and a power management apparatus that enable controlling of shortage of power supplied from a fuel battery unit to load while controlling cost hike. <P>SOLUTION: A power management system 1 includes an SOFC unit 100 and an HEMS500 connected to a load 400. The power management system includes a receiving section 510 for receiving power consumption of the load, and a transmitting section 520 for notifying the SOFC unit of a pseudo-power consumption in which a predetermined offset is added to the power consumption received by the receiving section 510.
