<P>PROBLEM TO BE SOLVED: To provide an electrochemical cell in which internal resistance can be minimized and excellent output characteristics can be ensured by a simple configuration. <P>SOLUTION: In a hybrid capacitor including a positive electrode 2, a negative electrode 3 disposed to face the positive electrode, and an electrolyte with which the positive electrode and the negative electrode are immersed, the positive electrode and/or the negative electrode includes a penetration 10 having at least one side and penetrating in the thickness direction, and tabs 11a, 11b for current collection formed partially on one side.
