SPEED GOVERNOR FOR WATER WHEEL OR PUMP WATER WHEEL

PROBLEM TO BE SOLVED: To provide a speed governor for a water wheel or a pump water wheel that can set a system frequency region in which no response to speed control is made and a system frequency region in which a response to speed control is made while a system frequency is equal to or lower than a certain frequency.

SOLUTION: There is provided a speed governor for a water wheel or a pump water wheel in which a speed arithmetic unit 2 computes a controlled variable of an actuator for a guide vane on the basis of a deviation of a rotating speed from a target value from a speed governing device 1. The speed governor is provided with a rotating speed correction circuit 5 which corrects a rotating speed to be input to the speed arithmetic unit 2 so that while a switching frequency detection circuit 6 monitors the rotating speed, and speed control over the speed governor does not respond to variation (rise) in system frequency when the system frequency is equal to or lower than the certain frequency.
