<P>PROBLEM TO BE SOLVED: To provide an information communication device, a telecommunication system and an information communication program that obtain information not yet stored from another communication device if the information is obtainable from the communication device, and that obtain the information from a server if the information is not obtainable from another communication device. <P>SOLUTION: According to a determination result by a determination unit, information not yet stored is obtained from another communication device or a server. The information not yet stored is obtained from another communication device by a first acquisition unit if the information not yet stored is obtainable from the communication device.
