PROBLEM TO BE SOLVED: To provide a technique for controlling a profile of a coating liquid transferred onto a printing object from a recessed part formed in a plate cylinder.

SOLUTION: For a plate making device 2 which manufactures a plate cylinder 1 used for gravure printing, first a plate cylinder material 10 is prepared which has a layer 12 to be ground formed on a circumferential side surface. Then a rotating tool 31 is made to abut against the layer 12 to be ground to cut or grind the layer 12 to be ground, thereby a recessed part 13 having a non-flat bottom surface 132 and a sidewall 131 continuous with a peripheral edge of the bottom surface 132 is formed in the layer 12 to be ground.
