<P>PROBLEM TO BE SOLVED: To provide a cosmetic composition without dripping and falling from skin or hair influenced by a salt in application thereof, showing smooth spreading, and exhibiting excellent spreading effect. <P>SOLUTION: The cosmetic composition contains a fluorosilicic acid (sodium/magnesium), at least one selected from a group of hydroxypropyl cellulose, hydroxypropylmethyl cellulose, and O-[2-hydroxy-3-(trimethylammonio) propyl] hydroxyethyl cellulose chloride, and water.
