<P>PROBLEM TO BE SOLVED: To provide a game medium dispenser in which a money reception inhibition state can be confined to the minimum period, and to provide a paper money conveyance system including the game medium dispenser. <P>SOLUTION: When it becomes offline between a sub controller 30 and a sandwiched medium dispenser 2, then the control part 200 of the sandwiched medium dispenser 2 sets the sandwiched medium dispenser 2 to a money reception permission state or a money reception inhibition state by self determination (sequence number [6] as shown in the figure). The control part 200 continues the money reception inhibition state of the sandwiched medium dispenser 2 when a trouble of paper money jamming or the like occurs in the sandwiched medium dispenser 2, and when there is no trouble in the sandwiched medium dispenser 2, the control part 200 brings the sandwiched medium dispenser 2 into the money reception permission state.
