PURPOSE: An exhaust heat generator for surrounding the outside of an exhaust pipe is provided to heat a catalyst through a power generated by exhaust heat during initial ignition, and to cool the low temperature part of a thermoelectric semiconductor using a radiation fin. CONSTITUTION: An exhaust heat generator(10) for surrounding the outside of an exhaust pipe comprises a thermoelectric semiconductor(Semic), multiple fins, and a vortex generator(VG), and an engine control unit(ECU). The thermoelectric semiconductor comprises a high temperature part, a low temperature part, and N-type and P-type semiconductors, and generates power by the temperature difference between the high temperature part and the low temperature part. The high temperature part touches the circumference of an exhaust pipe. The low temperature part joins to the multiple fins. The multiple fins are extended towards the outside by being arranged on the outer surface of the low temperature part at predetermined intervals. The pins cool the low temperature part by radiating the heat of the exhaust gas which passes inside the exhaust pipe. The vortex generator is installed in a part of one or more fins in the shape of a small protrusion. The vortex generator generates vortex, radiates the heat of the exhaust gas, and cools the low temperature part. The engine control unit supplies a battery power to the thermoelectric semiconductor during initial ignition so that the thermoelectric semiconductor can operate as a heating element.
