Provided is a device that generates a composite image using a first image and a second image taken with different exposure conditions. This device is provided with an image input unit (10), a likelihood calculation unit (13), an exposure estimation unit (14), and a compositing unit (16). The image input unit (10) inputs the first image and the second image. The likelihood calculation unit (13) calculates object-movement likelihood for each of the pixels on the basis of the difference between the first image and the second image. The exposure estimation unit (14) estimates an exposure conversion function that makes the exposure conditions of the first image and the second image match on the basis of the object-movement likelihood. The compositing unit (16) composites the first image and the second image using the exposure conversion function.
