<P>PROBLEM TO BE SOLVED: To provide a light-emitting element lighting device capable of reducing a peak value of an input current of a smoothing part comprising a partial smoothing circuit, and to provide an illuminating fixture using the same. <P>SOLUTION: The light-emitting element lighting device has: a rectification part 1 rectifying an AC voltage outputted from a commercial power supply AC1; a smoothing part 2 smoothing a pulsating voltage outputted from the rectification part 1; a power supply part 3 having a switching element Q1, and switching on and off of the switching element Q1 to convert an output voltage of the smoothing part 2 into a predetermined DC voltage and output the predetermined DC voltage; and a control circuit 30 controlling the on/off-switching of the switching element Q1. The smoothing part 2 comprises a partial smoothing circuit partially smoothing the pulsating voltage outputted from the rectification part 1 in a low-voltage time period. The power supply part 3 supplies a lighting power to a light source part 4 comprising a plurality of organic EL elements 40. A resistance value R0 of a resistor R1 configuring the smoothing part 2 and a capacitance value C0 of respective capacitors C3 and C4 are set so that a peak value of an input current in the smoothing part 2 becomes small. <P>COPYRIGHT: (C)2013,JPO&INPIT |
