<P>PROBLEM TO BE SOLVED: To provide an electronic control device for automobile in which the use amount of a nonvolatile memory can be reduced. <P>SOLUTION: A writing tool 200 transfers, to an ECU 100, a writing program including processing for changing communication environment of the ECU 100, processing for receiving data to be written to a ROM 110 (writing data) by the ECU 100, and processing for writing the writing data to the ROM 110.
