<P>PROBLEM TO BE SOLVED: To provide a roll which exhibits excellent liquid removal performance for a long period, and a cleaning device mounted with the roll. <P>SOLUTION: A roll 1 is for removing, squeezing, and cleaning water contents, oil contents, or liquid such as chemical components adhered to a steel plate, a nonferrous metal plate, a resin plate, or a film-shaped object, and the roll 1 has a roll part 2 and a pedestal 3, the pedestal 3 has a body part 7 with the roll part 2 formed on its outer circumference, and rotation support parts 8 at both ends of the body part 7, the roll part 2 is formed of unwoven fabric 13, and by application of grinding and/or polishing, the surface condition of the outer circumferential surface has a surface condition having a large friction coefficient depending on the rotation direction when the roll 1 is brought into contact with the object, and a surface condition having a low friction coefficient.
