<P>PROBLEM TO BE SOLVED: To provide an instruction signal transmission device that is easy to operate and has high robustness, and its operation method. <P>SOLUTION: An image acquisition part 14 acquires an image picked up by a camera 12, and a shield time length feature detection part 15 detects features of a length of a time for which the space before the camera 12 is blocked upon the basis of a plurality of successively acquired images.
