<P>PROBLEM TO BE SOLVED: To provide a piezoelectric fan capable of suppressing noise as compared with a conventional one, without deteriorating cooling performance, and a cooling device equipped with the piezoelectric fan. <P>SOLUTION: A vibration plate 111 is pasted with a piezoelectric element 112 at an intermediate portion, and bent by the expansion/contraction of the piezoelectric element 112. The vibration plate 111 is formed with seven division plates 141-147 rocked by the bending before a pasting position of the piezoelectric element 112. The vibration plate 111 is formed with notch portions 118 on both sides in an area in which the piezoelectric element 112 is pasted, and formed with elliptical hole portions 152-156 in areas on the plurality of division plates 141-147 sides rather than the piezoelectric element 112. The seven division plates 141-147 have shapes folded by about 90 degrees to a supporting portion 113 side from a folding line C.
