PROBLEM TO BE SOLVED: To improve the cell throughput.

SOLUTION: In a transmitter 116, data is transmitted to a base station on the basis of the position of a unit frequency band on a frequency axis notified from the base station. The transmitter comprises: an RB selection unit 120 which acquires mapping information indicating that a collection of the unit frequency bands whose positions are contiguous on the frequency axis is allocated in plurality; a transmit signal generation unit 130 which generates a transmit signal having had signals arranged to the RB on the basis of the mapping information acquired by the RB selection unit 120; and a transmit unit 140 which uses a frequency band indicated by a use collection used for transmission among the frequency bands indicated by a plurality of collections to transmit data, and use a frequency band indicated by a non-use collection not used for transmission not to transmit data.
