The adjuster (20) has a tooth mechanism for controlling intervention of a toothed plate (40) with a base board (30). A cover i.e. cover work area (50), comprises a tubular portion (51) that is secured at outer perimeter of the base board and another tubular portion (52). The cover is decorated in such a manner that the base plate and the toothed plate are rotated relative to each other, and relative movement is suppressed between the base plate and the toothed plate in axial direction. The former tubular portion is coupled with outer perimeter of the base board by welding. The welding is performed by a stop welding process or a seam welding process.
