An apparatus for generating electric field and electric discharge is provided with an upper frame (1), a lower frame (8), a discharge electrode (2), and a counter electrode (7). Openings (1a) for taking in air from outside are formed on the upper frame (1). Openings (8a) for exhausting inside air to the outside are formed on the lower frame (8). The discharge electrode (2) is planar-shaped, and is disposed perpendicular with respect to the opening face of the upper frame (1) and the opening face of the lower frame (8). The counter electrode (7) comprises planar-shaped electrode units (7a). The electrode units (7a) are disposed at an angle with respect to the opening face of the upper frame (1) and the opening face of the lower frame (8).
