The movement information encoding section (110) encodes indices indicating the movement information candidates selected from the movement information candidate list. In the case of a block that is anticipated to be encoded that is below a prescribed size, the coupling movement information candidate list generating section (1100) sets to the same value the designation information of a reference imagecontained in the movement information candidates.
