<P>PROBLEM TO BE SOLVED: To provide a method of inexpensively and easily manufacturing a decorative sheet having designability of high-grade impression due to its irregular shape surface, and processing suitability and use suitability, and to provide the decorative sheet and a decorative laminate using the same. <P>SOLUTION: In the method of manufacturing the decorative sheet, a shape forming sheet having a cured irregular shape forming layer and a laminate I having an uncured resin composition layer are laminated such that the irregular shape forming layer faces the resin composition layer, and thereafter the uncured resin composition layer is cured by being irradiated with ionizing radiation to form an irregular layer. The decorative sheet has a base material sheet B, the irregular layer, the irregular shape forming layer, an irregularity giving layer, and a base material sheet A, in this order.
