<P>PROBLEM TO BE SOLVED: To provide an on-board speed reducing device which can automatically reduce a vehicle speed on abnormality of a power system, even if a user cannot perform special operation. <P>SOLUTION: The device automatically determines the abnormality of the power system (step S10), and controls an engine in a manner so as to automatically stop the engine when determining that the power system is abnormal (steps S20-S40). Accordingly, the engine is stopped without the user's special operation, and thus the engine can be stopped even if the user cannot perform the special operation.
