<P>PROBLEM TO BE SOLVED: To solve such problems that when mincing food materials, it is troublesome to prepare a food preparing appliance or to wash the appliance after use, and mincing is difficult when processing just a small quantity of food materials or when the food materials contain odor or pungency such as garlic and onions. <P>SOLUTION: The cutter allows a user to mince food materials without touching them by putting the food materials to be minced on a cutting board, putting a cutter with an open bottom over them and by moving a cutter with a handle d vertically. The cutter prevents odor and pungency. A circular board is provided and fixed at the position high enough not to crush cut materials on a cutter blade c in order to prevent cut materials from spattering inside the container. Taking the safety while the cutter is not operated into consideration, a spring f is provided between a hole to move the cutter of a cylindrical container a up and down and the circular board so that the cutter blade c can be stored inside the body.
