<P>PROBLEM TO BE SOLVED: To provide an electrostatic protective element in which the discharge start voltage can be set low and reduction in reliability can be minimized. <P>SOLUTION: An electrostatic protective element EP1 comprises an element body 3, internal circuit elements 5 disposed in the element body 3 so as to expose both ends 5a, 5b to the surface of the element body 3, first and second terminal electrodes 7, 9 disposed for the element body 3 so as to correspond with both ends 5a, 5b of the internal circuit element 5, and an insulation film 11 placed on the element body 3 so as to cover at least one end 5a of the internal circuit element 5.
