<P>PROBLEM TO BE SOLVED: To provide a toner set for electrostatic charge image development that is suitable for producing a scratch sheet having excellent peelability and concealability, and a method of producing the scratch sheet having the excellent peelability and concealability by on-demand production. <P>SOLUTION: A toner set for electrostatic charge image development contains a protective toner and a concealing toner. The protective toner contains a mold release agent and a binder resin, and the concealing toner contains a mold release agent, pigment, and a binder resin.
