<P>PROBLEM TO BE SOLVED: To provide a water flow power generator and a water flow power generation method, capable of eliminating failure due to sessile organisms and floating matter, facilitating maintenance against them, easily being upsized, and efficiently performing electric power generation using a water current such as an ocean current and a tidal current. <P>SOLUTION: A water receiving plate 13 is provided at a bottom part of a floating body 11 so that the floating body 11 performs rolling motion when the floating body 11 floats on a water current. A rotor 14 is rotatably provided at the floating body 11, and is configured to be biased in a rotating direction by the rolling motion of the floating body 11. The rotor 14 includes a rotary shaft 14a provided at the position separated from a rotational central line of the rolling motion of the floating body 11 so as to be parallel to the rotational central line, and is provided so as to rotate about the rotary shaft 14a.
