<P>PROBLEM TO BE SOLVED: To provide a seal plate with spacer, capable of reducing cost by disposing a rubber seal near a through-hole having an irregularly shaped spacer of a uniform thickness to reduce a module size, and a method for manufacturing the same. <P>SOLUTION: The metal seal plate 10 includes a plurality of through-holes 11, 12 and spacers 13 formed around the through-holes 11, 12 by press working, and a rubber seal 9 formed by molding. The spacers 13 are formed to have irregular shapes by burring and curling and to have a prescribed height and smoothness by hemming.
