PURPOSE: A transparent film for suppressing electromagnetic wave and a method for manufacturing the same are provided to obtain a multi resonance property according to a multi layered structure by arranging an FSS pattern layer having a different unit cell pattern under a first dielectric layer lower part or on a second dielectric layer. CONSTITUTION: A unit cell(A) includes a first dielectric layer(100), a transparent FSS pattern layer(102), and a second dielectric layer(104). The transparent FSS pattern layer is printed on the first dielectric layer. The second dielectric layer is printed on the transparent FSS pattern layer. The first dielectric layer and the second dielectric layer are made of PET(Poly Ethylene Terephthalate) or urethane. The transparent electrode material of the transparent FSS pattern layer is made of indium tin oxide or carbon nanotube.
