PURPOSE: A substrate for an organic electronic device is provided to efficiently control the surface resistance of an electrode in large area device formation, thereby securing excellent luminescence brightness and uniformity. CONSTITUTION: An adhesive layer(12) is formed on the main surface of a material(11). The transmittance of the material is 50% or greater. The adhesive layer includes scattering particles of which the refractive index is different from the refractive index of the adhesive layer. The other surface opposite to the adhesive layer is a flat plane and has a maximum height of 1μm or less. An organic electronic device is formed on the flat plane. A conductive pattern(13) is formed on the adhesive layer.
