PURPOSE: A building structure monitoring device and a method using a 3D scanner based on 3D scan data are provided to compare data scanned a building structure with the 3D scanner and a design drawing, thereby determining construction accuracy and whether a schedule is delayed. CONSTITUTION: A building structure monitoring device comprises a building data receiving unit(121) and a construction accuracy analysis unit(125). The building data receiving unit receives the construction data of a building structure. The construction accuracy analysis unit compares data of the scanned building structure with a 3D scanner and a design drawing, thereby accurately analyzing construction accuracy of the building structure.
