<p><P>PROBLEM TO BE SOLVED: To provide a traffic control system and server, which performs a proper evacuation guidance to traveling vehicles by comparing earthquake intensities between tollgates. Ž<P>SOLUTION: When determining an earthquake intensity is not less than a predetermined earthquake intensity when an earthquake occurs, the traffic control server 3 receives an emergency signal including earthquake information on the earthquake intensity etc. issued by an earthquake advanced announcement server 1 and thereby calculates the degree of emergency at the respective tollgates according to the earthquake intensity etc. Then, emergency degrees are compared between a tollgate and the tollgate (next tollgate) which is located downstream in the traveling direction of the traveling vehicle with the tollgate as a reference, and which is closest to the tollgate. It is also determined whether the tollgate is a main line tollgate installed in the main line of a toll road and the like or an entrance tollgate. By the determination and the comparison of the emergency degree, the traveling vehicle is guided to evacuate to a higher safety tollgate when a large scale earthquake occurs.
