PURPOSE: A membrane electrode assembly and an organic hydride manufacturing apparatus are provided to obtain high energy efficiency even when manufacturing organic hydride through a single process using a single apparatus. CONSTITUTION: A membrane electrode assembly and an organic hydride manufacturing apparatus comprises an MEA(Membrane Electrode Assembly) arranged between a gas diffusion layer and a separator with grooves serving as a flow path. The MEA is formed by respectively attaching an anode catalyst layer and a cathode catalyst layer to both sides of a solid polymer electrolyte membrane. The cathode catalyst layer comprises catalyst metal(24) for making a hydride target into hydride; and a carrier(25) having a functional group(27) on the surface for reducing wettability to the hydride target.
