PURPOSE: A water and energy saving type cool and hot water mixing faucet is provided to prevent the waste of energy by preventing the unnecessary operation of a boiler, and to adjust water usage depending on the use. CONSTITUTION: A water and energy saving type cool and hot water mixing faucet comprises a body(11), a valve operation head, a handle(13), a cover(14), and a guide passage unit(20). The valve operation head operates a valve body at the outside of the body for adjusting the degree of mixing of water. The cover is installed in the body for covering the valve operation head. The guide passage unit is formed in the body. The guide passage unit comprises a cool and hot water adjusting passage, a connection passage, and a closing passage. The connection passage and closing passage are positioned by the end of the cool water supplying unit. The connection passage has a slope which induces the phased movement of the handle.
