PURPOSE: An apparatus for manufacturing reducing water is provided to improve the service life of a cation exchange resin and to provide water with excellent reducing power. CONSTITUTION: An apparatus for manufacturing reducing water comprises an electrolyzer(22), an RO filter(21), and a cation exchange resin filter(40). The electrolyzer comprises a cathode chamber(41), an anode chamber(42), and an intermediate chamber(43). The cathode chamber has a cathode(23), and the anode chamber has an anode(24). The intermediate chamber is positioned between the cathode chamber and the anode chamber and is charged by a cation exchange rein(26). The RO filter purifies water supplied to the electrolyzer. The water supplied to the intermediate chamber of the electrolyzer passes through the cation exchange resin.
