PURPOSE: A roof airbag device of a vehicle is provided to reduce the weight and cost of an air bag device and to efficiently prevent injury to the head or neck of a passenger. CONSTITUTION: A roof airbag device of a vehicle comprises a housing, an outer cushion(7), an inner cushion(9), and an inflator(11). The housing is mounted on the roof of the vehicle. The outer cushion is built in the housing and is expanded to the front side of shoulder of the passenger. The inner cushion is built in the housing, is expanded to the front side of the head of the passenger, and is located at the inner side of the outer cushion. The inflator provides the outer cushion and the inner cushion with expansion gas.
