PURPOSE: A device for transmitting and receiving a scanning message which is not requested in a wireless communication system and a method thereof are provided to improve the efficiency of a scanning operation by preventing a collision between scanning operations for each function. CONSTITUTION: A BS(Base Station)(403) transmits an unsolicited SCN-RSP(Scanning interval allocation Response) message for a function A to an MS(Mobile Station)(401). After the BS receives an SCN-REP(Scanning result REPort) message for the function A, the BS transmits the unsolicited SCN-RSP message to the MS for a function B and a function C. When the SCN-REP message is received from the MS, the BS executes an operation for the corresponding information by confirming function information in DB(DataBase).
